Charles Schumer of New York, Tom Harkin of Iowa,Arlen Specter of Pennsylvania, and Thad Cochran of Mississippi have proposed a Constitutional Amendment that would give the Congress and state legislatures apparently unlimited authority to regulate campaign spending.
